unified how base ids are printed across many modules.  fixed cfi failure where plt is used for in-module IB xfers

changed cross-module cfi check to get all IBTAs, instead of just those target'd by in-module instructions.

updates to adjust strtabsz for new strtable.  updates to zest_cfi_runtime to invoke allowed=zestcfI(target) for target library when found.

fix for exe_nonce so that calls always have a nop after because the nonce_plugin insists on plopping the call.  cfi step no longer adds the nop.

support in zipr for better mapping of scoops->section types, support in move-globals to move only the necessary bits for adding to the .got.plt, and relocation tables, etc.  also first support in CFI for multi-module support (not working yet, but can add relocations and got entries for dladdr, dlsym, and,zestcfi)

update to separate jmps from fixed-calls and plt-dispatches.  added options --protect-calls and --no-protect-calls

first draft of selective_cfi and bug fix for p1 where add esp,k ; ... ; mov [esp+eax+k] wasn't really pointing at saved regs.
