Collect pointer locations and add a decode instruction method

Additionally:

• I added cmake scripts to build the library.
• I added a variable USE_ELFIO to make the use of elfio library optional. However, I don't know how to define this variable in the scons script.

I added things as needed but I am happy to adapt them so they are useful in general.
