Update to remove unneeded annotations from the annot file for peasoup.  Loading the annot file was taking a while (2-3 seconds) on large programs

created an always only validate list for spec for pn. This is a work in progress, but as functions are known to rollback in spec, we can add them here, saving time if we wish to transform in the future.

I should probably add functionality to set the layout to a predefined layout, but I felt it was best to revalidate the funciton entirely in case something has changed.
